The executive function of the Corporation of the County of Wellington is exercised by its sixteen (16) member Council. Wellington County Council has a Warden as its Head, and was re-organized by Ministerial Order in 1997. Wellington County Council is unique in its composition, as it includes the Mayors of its seven municipalities, as well as nine directly elected County Ward Councillors. Each member of County Council has one vote.

County Council meetings are set for the last Thursday of each month except December, July and August. In December, the "Inaugural Session" is held in the morning of the first or second Friday. During August and July of each year Council (and its Standing Committees) observes a summer recess.

Wellington County has a Standing Committee system through which the business of the County is considered/conducted. The County has seven (7) Standing Committees:
  1. Administration, Finance & Personnel (the Warden and four (4) Councillors)
  2. Roads (the Warden and four (4) Councillors)
  3. Social Services (the Warden and three (3) County Councillors are joined by four (4) City Councillors for Social Services business)
  4. Planning & Land Division (the Warden and four (4) Councillors)
  5. Information, Heritage & Seniors Services (the Warden and four (4) Councillors joined by four (4) citizen members for Library business
  6. Solid Waste Services (the Warden and four (4) Councillors)
Although not a Standing Committee per se, the Wellington County Police Services Board (WCPSB) functions in a similar manner, as is comprised of the Warden (or his designate), a County Councillor, one (1) citizen appointed by Council, and two (2) citizens appointed by the Province.

The Warden's Advisory Committee (WAC) is made up of the current Warden, the immediate Past Warden, the Chair of the Standing Committees, and the County Councillor appointed to the Wellington County Police Services Board. This Committee meets at the call of the Warden, and reports as necessary to County Council.

In 1999 Wellington County adopted the following conference policy for its members, to help them develop their interests and knowledge of County responsibilities and services: annually, members may attend up to four (4) conferences, one (1) of which may be outside Ontario; or three (3) conferences, two (2) of which may be outside Ontario.

Selection of Warden
County Council selects its Warden from among the 16 elected officials in accordance with the terms of the Procedural By-law (#4880-07), and the Municipal Act, 2001.

Council Renumeration
Wellington County’s remuneration of its Councillors and Warden is based on a salary, adjusted annually for inflation. For 2007, The Warden’s salary is $72 323 and Councillors receive $26, 585. One-third of each of these figures is considered a tax-free expense allowance. Mileage is paid at the rate of .40 cents per kilometre. Council must consider the issue of maintaining one-third of Council and Warden salaries income tax exempt at least once during each term of Council.
