About the Road Master Action Plan (RMAP)

The County of Wellington is creating a Road Master Action Plan. This Plan will help the County map out improvements to the County’s transportation network.

Background

In 2005, Wellington County undertook a review of its transportation network, when the Guelph Wellington Transportation Study was completed. Since then, other related initiatives such as the Active Transportation Plan, Development Charges Background Studies, Passing Lane Studies, and various road and bridge environmental assessments have been completed. Additionally, other area jurisdictions and agencies have also completed or are currently undertaking transportation related studies, including the Province’s draft regional transportation plan for Southwestern Ontario, the Township of Centre Wellington’s 2019 Transportation Master Plan, and the City of Guelph’s Transportation Master Plan.

To build on this work, provide an updated review, and coordinate with the transportation related initiatives that have been completed since 2005, Wellington County is undertaking a Road Master Action Plan (RMAP) study. The RMAP will review current and future transportation network requirements to accommodate future population and employment growth projected in the County to 2041. 

The RMAP will be completed under the Class Environmental Assessment (EA) process in accordance with the master planning process for Municipal Class EAs. Critical to the successful development of the RMAP will be the ability to effectively engage with the public and stakeholders. This is not just a requirement of the Municipal Class EA process, but also an important component to ensuring that the RMAP is a document that is shaped by the community and that residents have the opportunity to participate in meaningful engagement.

Project Goals and Objectives

  • The RMAP will identify improvements required to the County road network to accommodate future population and employment growth.
  • The RMAP will examine current traffic, safety, and speed management issues on the County road network and prioritize a list of improvements.
  • The RMAP will identify how County road improvements are funded through development and the existing tax base.
  • The RMAP will provide a plan for County roads. County roads connect the various municipalities and urban areas within Wellington County. This is different from local roads, which provide connections within municipalities.

  • The RMAP will provide guidance on the role of County roads through urban downtown areas, and help us create friendly and, liveable communities.
  • An effective County road network provides economic and social benefits, and it helps communities thrive.
  • Having a good plan in place for transportation means safer travel for all residents.

Community Engagement

Community Engagement Round 1 - Winter 2021

The first round of public engagement occurred from January to February 2021 and involved an online Vision and Values survey and a Social Pinpoint mapping activity. This document provides a summary of what we heard in this round: Round One Engagement Summary

As part of this Study, we are engaging with the public to identify their issues on County Roads, and to get their ideas on how we can improve County Roads and how we connect to other communities and adjacent urban centres. Please Note: Both the Social Pinpoint Mapping Activity and RMAP online survey are now closed.

How to Participate

Complete one or more of the following:

  1. Social Pinpoint Mapping Activity - place a pin on a map of Wellington County to identify an issue (speeding, safety, intersection improvements, general concerns).
  2. RMAP Online Survey - answer questions that will help shape the vision and goals of the project.

Community Engagement Round 2 - Virtual Community Meeting June 2021

Join the Conversation!

A Virtual Community Meeting was held on Thursday June 17. 

This was the public’s chance to hear from the Project Team and engage in a monitored discussion period. The presentation centered around 4 Topics:

  1. What are the different ways to travel around the County?
  2. How do we improve our roads and intersections to be safer for all users?
  3. What are our future long term road needs?
  4. How do we better manage traffic in urban areas?

With the input received the project team will be further developing the Road Master Action Plan preliminary recommendations for the future County transportation network. A final report is expected to be proposed to the Roads Committee in November, 2021.

Community Engagement Round 3 – RMAP Survey July 2021

Welcome to the second survey for the Wellington Road Master Action Plan!

The survey is your opportunity to provide input on the key decisions for the RMAP:

  • What are the issues that matter in making a decision that will feed into the evaluation of possible solutions for the future County roadway network identified in the RMAP?
  • What are the alternative solutions to address each of the long-term congestion issues identified to be solved through this Plan, and what does the evaluation tell us about which ones are recommended?

The survey is a follow-up to the Online Community Meeting held on June 17th, 2021. The meeting recording and presentation can be found in the Community Engagement Round 2 – Community Meeting June 2021 section.  

Your feedback will be used to refine the recommendations of the RMAP over the summer, with a set of Preferred Solutions to be brought forward in fall 2021.

Contest Terms and Conditions

This Roads Master Action Plan, County Roads, Connecting Communities contest (“the Contest”) is administered by The Corporation of the County of Wellington (the “Sponsor” or “the County”). Any questions, comments or complaints regarding the Contest should be directed to the Sponsor at rmap@wellington.ca. By participating in this Contest, each contestant agrees to be legally bound by these Official Rules and Regulations (the “Rules”).

The contest will begin Thursday, July 15, 2021 at 8:30 am and close on Saturday, July 31, 2021 at 11:59pm. The winners will be notified on August 31, 2021.

ELIGIBILITY

The Contest is open to all legal residents of Canada who:

(i) reside in the County of Wellington;

(ii) are eighteen (18) years of age or older as of the date of entering the Contest;

(iii) are not employees, representatives and agents of the County of Wellington. Members of the immediate family, representatives and agents (parents, children, siblings and spouse, regardless of where they live in Canada) and household of such employees may participate but are not eligible to win.

(iv) have agreed to comply with applicable federal, provincial, municipal and local laws (including, but not limited to, laws relating to libel and obscenity), assume responsibility for their activities, and not to harass, disrupt, abuse, or invade the privacy rights of others; and

(v) have read and accepted and agreed to comply with these Rules.


  1. There is a limit of one completed entry per person allowed for the contest.
  2. No purchase is necessary to enter the contest or win.

PRIZE

Twenty $25.00 gift certificates to gas stations in Ontario, Canada.

  • Gas station to be selected by the winner following notification of win.

On or about August 31, 2021 at 12:00 pm ET, in the County of Wellington, in the Province of Ontario, the twenty winning entries will be selected from all entries received. The contestants who own the selected entries, and who are otherwise eligible to win, will be the selected contestants who are eligible to win the prizes subject to compliance with these Rules.

In order to be declared a winner and be able to claim a prize, each person who is selected as a winner will have to:

a. Be reached by the email provided on the completed survey entry page by the contest sponsors within ten (10) days following the selection of winners on August 31, 2021.

b. Meet all Contest eligibility criteria and otherwise complying with these Rules.

c. Correctly answer, without assistance of any kind, whether mechanical or otherwise, a time-limited mathematical skill-testing question to be administered by the County of Wellington.

d. Complete a Contest Declaration and Release Form and return it to the County of Wellington, to the specified address, within ten (10) days of being contacted as a winner on August 31, 2021.

e. Upon receipt of the Contest Declaration and Release Form duly filled and signed by the winner, the County of Wellington will contact the winner with instructions on how to claim the prize.

f. In the event that any one of the conditions mentioned herein is not respected, the winner’s entry will be voided and a new selection will be made following the official contest rules until a new winner is selected.


GENERAL TERMS AND CONDITIONS

  1. The odds of winning the Prize is dependent on the number of eligible entries received by the Sponsor during the Contest Period in accordance with these Rules.
  2. The County of Wellington, and its members, trustees, agents, officers, contractors, volunteers, and employees will not be held responsible for any claims, demands, actions, complaints, suits, or other forms of liability that shall arise out of, by reason of, or be caused by the submission of a contest entry.
  3. The County of Wellington reserves the right at its sole discretion to disqualify any individual from the Contest and to ban the individual from any future County of Wellington contest if it believes the participant is in violation of the official rules, acting in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person.
  4. The prize must be accepted as awarded. No substitution of the prize is permitted except by the County of Wellington in its sole discretion. The County of Wellington reserves the right to substitute any prize with another prize of equal or greater value, if a prize cannot be awarded as described for any reason.
  5. The prize is transferable; however, it is not redeemable for cash or credit, in whole or in part.  The prize cannot be combined with any other offer.
  6. Entrants agree to abide by the terms of these Official Rules and by all decisions of the County of Wellington, which are final in all matters pertaining to the Contest. By entering, participants release and hold harmless the County of Wellington, its members, trustees, agents, officers, contractors, volunteers, and employees from any and all liability for any injuries, loss or damage of any kind arising from or in connection with the Contest or any prize won.
  7. By entering, you consent to the County of Wellington’s use, should you become a winner, of your name, place of residence, and your testimony without further compensation or notice, for publicity, advertising, or informational purposes in any media or format (including the Internet) in connection with this Contest, the County of Wellington, or future similar contests. By entering, you declare that you have complied with the Contest Rules.
  8. A selected entrant may be required to provide the County of Wellington with proof that the selected entrant is the authorized account holder of the e-mail address associated with the selected entry. In the event of a dispute regarding who submitted an entry, it will be deemed to have been submitted by the authorized account holder of the email address submitted at the time of entry. “Authorized account holder” is defined as the person who is assigned an email address by an internet provider, online service provider, or other organization (e.g. business, educational institute, etc.) that is responsible for assigning email addresses for the domain associated with the submitted email address.
  9. The Sponsor reserves the right to void any entry and/or withdraw, suspend, amend or terminate this Contest in whole or in part (or to amend these Rules) in any way at any time without prior notice (but subject to applicable law), in the event of an error, technical problem, computer virus, bugs, tampering, unauthorized intervention, fraud, technical failure or any other cause beyond the reasonable control of the Sponsor that, in the Sponsor’s sole discretion determines, interferes with the proper conduct of this Contest as contemplated by these Rules, or in the event of any accident, printing, administrative, or other error or any kind, or for any other reason.
  10. The Sponsor reserves the right, in its sole and absolute discretion, and without prior notice, to adjust any of the dates and/or timeframes stipulated in these Rules, to the extent necessary, for purposes of verifying compliance by any contestant or entry, with these Rules, or as a result of technical problems, or in light of any other circumstances which, in the opinion of the Sponsor, in its sole and absolute discretion, affect the proper administration of the Contest as contemplated in these Rules.
  11. In the event of any discrepancy or inconsistency between the terms and conditions of these Rules and disclosures or other statements contained in any Contest-related materials, these Rules shall prevail, govern and control.
  12. This Contest is subject to all applicable federal, provincial, municipal and local laws and regulations. The decisions of the Sponsor with respect to all aspects of this Contest are final and binding on all contestants without right of appeal, including, without limitation, any decisions regarding the eligibility/disqualification of contestants, entries, and votes.

Personal information (PI) is collected in this survey under the authority of the Municipal Act, s. 11. The purpose of this collection is to celebrate National Public Works Week. The PI provided in this survey is protected in accordance with Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). By entering the Contest associated with this survey, each contestant expressly consents to the Sponsor, its agents and/or representatives, storing, sharing and using the personal information submitted with his/her entry only for the purpose of administering the Contest and in accordance with Sponsor’s privacy policy, unless the contestant otherwise specifies by giving Sponsor notice in writing.
