As of March 1, 2022 County of Wellington Social Services offices are open to the public with continued COVID-19 precautions in place. Services continue to be offered over the phone, by mail and through electronic communication.
Dropping off a document
The drop boxes located on the exterior of our office building is available anytime, both during and outside of office hours. Documents can also be dropped off in person during office hours.
In-person Services
Please contact our office in advance to book an appointment for in person services wherever possible. Please arrange in-person appointments directly with the staff you wish to meet with. For in person Fee Subsidy appointments contact 519-837-3620x3800.Although our office is open to the public, staff continue to be available to assist via phone and online.

Children's Early Years is a division of the Social Services department with the Corporation of the County of Wellington. We are one of 47 Consolidated Municipal Service Managers/District Social Services Administrative Boards in Ontario that are contracted by the Ministry of Education to plan and manage the early years system. The early years system includes licensed child care and child and family support programmes.
The Children's Early Years Division is responsible for preparing Child Care and Early Years service plans for our service delivery area (Wellington and Guelph). These planning documents provide an overview of the existing child care and early years services and describe our plans for improvements to the system. The 2023-2027 Child Care plan includes how we are transitioning licensed child care into a high quality early learning and child care system.
We also lead the Birth to Six Planning Working Group to plan and manage child and family support systems which became part of our services as of January 2018.
