As of January 1, 2026, Wellington County has transitioned to a new recycling model. The residential collection programme is now fully managed by Circular Materials Ontario with WM | Waste Management & Recycling Services.
The change was mandated by the Government of Ontario four years ago. The County began transitioning to the new regulatory framework on July 1, 2025.
The Blue Box Regulation makes producers fully accountable and financially responsible for their products and packaging once they reach the end of their life. The Regulation sets mandatory and enforceable requirements for the Blue Box collection system.
Among the benefits of moving to full producer responsibility is the ability to provide a consistent list of recyclables across Ontario. Beginning January 2026, the list of acceptable materials will be the same whether you are at home or visiting another part of the province.
Additionally, the list of acceptable blue box materials in Wellington County has been expanded significantly. The list now includes items such as hot and cold beverage cups, flexible film plastic, and foam packaging. For a full list of acceptable items, visit www.circularmaterials.ca/wellington.
While the residential programme is now managed by Circular Materials Ontario with WM, Wellington County continues to provide recycling for businesses across the County. Recycling cart collection is currently available in 14 downtown areas, and in April 2026 it will be expanded to include all businesses within the 14 urban areas. For businesses outside of these urban areas, they can continue to bring their recyclables to the County’s waste facilities at no charge. Contact the County’s Solid Waste Services (SWS) Division for more information about these services and confirm eligibility. The SWS team can be reached at 519.837.2601.
“I’m proud of the work that County has done managing and growing the recycling programme over the past 34 years,” said Steve O’Neill, Chair of the SWS Committee.
“The recycling efforts by our residents and businesses has made a significant contribution to extending the lifespan of our landfill,” said Warden Chris White.
