Wellington Road 46 Road Study

Background

In September 2021, as part of the County's Road Master Action Plan, the County's consultant, Dillon Consulting, completed an "Aberfoyle (Wellington Road 46): Road Diet - Strategic Traffic Analysis". A presentation and staff report were provided to the Roads Committee and the committee passed the following resolution:

"That the County take no further action as outlined in the report with respect to a Wellington Road 46 road diet in Aberfoyle until further traffic analysis is completed following the implementation of the Morriston By-Pass or the completion of the midblock exchange on the Hanlon Expressway."

A follow-up report in October 2025 was provided to the Roads Committee that recommended to hire Dillon Consulting for a road study. Dillon Consulting Limited has been retained by the County of Wellington and the study was initiated in response to input from the Township of Puslinch advocating for roadway lane redesignation and reconfiguration to reduce traffic speeds through Aberfoyle.

Project Overview

This Study is being completed as a feasibility study that will integrate specialist studies, guidance from a Technical Advisory Committee, and input received through public outreach. A Public Open House is planned for fall 2026 to present and gather feedback on the preferred alternative.

Project Objectives

  • Improve traffic safety for all modes;
  • Reduce/calm vehicle speeds; and
  • Improve economic development opportunities

Evaluation of Alternatives

Four preliminary alternatives have been identified for consideration:

  1. Maintain existing 2 travel lanes in each direction (no change)
  2. Maintain existing 2 travel lanes in each direction and add traffic calming within the right-of-way
  3. Roadway lane redesignation (line painting and signage to convert the road to 1 travel lane in each direction, 1 centre left turn lane, and on-street parking)
  4. Roadway reconstruction (physical modifications such as medians to convert the road to 1 travel lane in each direction and 1 centre left turn lane, with on-street parking and/or other off-road amenities like sidewalk/cycling improvements, traffic calming, bump-outs).

Public and stakeholder input will be considered in refining and finalizing the list of alternatives and in defining the evaluation criteria. Each alternative will be evaluated in comparison to the others to identify the preferred alternative.

A questionnaire is available from April 28 to May 22, 2026. The questionnaire is intended to gather your perspective on Wellington Road 46 (Brock Road South) within the project limits and any relevant problems or opportunities.
